Joyce Locke lives on a family farm in Penn Township with her husband, Robert Locke. They have a son, Wyatt, and a grandson, Jaxson. Joyce previously worked in the ophthalmologist field, but currently works for Fedore Vet Services, where she enjoys getting to know her clients and their animals. She also contributes to farm work at home.
Joyce first ran as commission in 2022, "to continue the communications and representation of the 3rd district in a positive way," and "to make sure they have a voice and fulfill goals of the communities."

What is the biggest plan you have for Cass County this term? To balance our budget looking at all needs orderly, and also to look to the future at the county’s needs moving forward.
Which major project or initiative do you look forward to this term? To have open communication in all branches of our county in a positive way. To work on some needed updates and plans to help with the future in the many branches of our Cass County government.
Fun fact: I love spending time with my family and friends. I enjoy taking our dogs Milo and Meana for walks on our farm and the parks in the county. I enjoy the outdoors and nature of the land.
